Lupin III: princess of the breeze - Kakusareta Kuuchuu Toshi

A small European city-state, Shahalta, floats in the sky and has been isolated from the outside world for years. Its government has transitioned from a monarchy to a republic, and a national treasure exhibition is taking place to mark the change. Lupin attempts to break into the exhibition to steal royal treasures, but discovers that a group of air pirates has already taken the items.
