A tomboyish and playful witch named Sally is drawn to a department store by an advertising balloon. There, she meets two girls her age, Sumire and Yoshiko, and wishes to befriend them. After forming a close bond, Sally decides to live among humans, pretending to be one, and moves to the town with her companion Kabu. Through this experience, she begins to learn about things more significant than the use of magic.
