At the Gate of Grudges, souls of the murdered are met by Izuko, who offers each one three options. They may enter the Gate of Grudges to ascend to heaven and be reborn. Alternatively, they can deny their death and stay behind as ghosts on Earth. The third option is to kill someone and then be sent to hell, where they suffer eternally. Each soul must decide which path to take, based on their own reasons and desires.
