In a prologue, an excerpt in the Book of Revelation from the Bible describes the Whore of Babylon. President Wood addresses the summit of seven world leaders, and convinces Canada, Italy, Germany, Britain, France and the European Union to first decide between what is good and what is evil. Before they come to a conclusion, Itsuki makes a public announcement that a girl is preparing to commit suicide by jumping from the top of Shiniki City Hall, but is unsure of whether she wishes to die or not.
