Rising sea levels, caused by environmental neglect, have submerged most of the land. A small island city remains, where Elfie and her grandfather live. After an underwater event, she gains the ability to breathe underwater. Her grandfather tells her she is one of the mythical sea-people. City leaders use public fear of outsiders to provoke a conflict with the sea-people, shifting attention from resource shortages. Elfie becomes involved in the resulting conflict.
