Fumiki encounters a peculiar dog at a factory. The dog can comprehend human language and has blades that emerge from its forehead. The number "23" is etched into its ear. Despite many unanswered questions about the creature, a bond forms between them. The dog, known as "23," came to the town guided by a voice instructing it to "observe mankind." At the same time, a large organization is working to capture "23." Its leader, Kiryu, seeks the dog to gain control over "Tokoyonokuni," described as a realm beyond the ocean of the dead, home to ancestors and human spirits. It is portrayed as a place of eternal life and indulgence.
