Japan's government initiates a land reclamation initiative called Project Babylon, utilizing Labors in both civilian and military capacities. Due to their size and power, these machines are also being used by criminals, terrorists, and others for illegal purposes. To address this threat, the National Police Agency forms the Special Vehicles Division, a specialized unit composed entirely of Labors, tasked with preventing and responding to such misuse.
