In a near-future setting, large mechanical units known as Labors are deployed globally for reconstruction efforts in regions affected by climate change. Japan's government initiates a land reclamation initiative called Project Babylon, utilizing Labors in both civilian and military capacities. Due to their size and power, these machines are also being used by criminals, terrorists, and others for illegal purposes. To address this threat, the National Police Agency forms the Special Vehicles Division, a specialized unit composed entirely of Labors, tasked with preventing and responding to such misuse. The manga was originally serialized in the Shounen Sunday magazine, with the total number of chapters reflecting its publication history.
