Two new inspectors from the Ministry of Welfare's Public Safety Bureau, Arata Shindou and Kei Mikhail Ignatov, face a society shaped by the Sibyl system, a comprehensive and supposedly impartial system of collective consciousness. They encounter rising anti-immigrant attitudes, political schemes, and unusual individuals designed to challenge the Sibyl system. Their experiences highlight the system's flaws and force them to consider whether to support or challenge it.
