Shin Honkaku Mahou Shoujo Risuka

Nagasaki Prefecture in Japan is a magical kingdom where wizards are confined to Kyushu and unable to cross the ocean. The area was bombed during WWII due to the perceived threat from these magicians, and there are fears of a repeat if non-magical people view them as dangerous. Risuka Mizukura, a ten-year-old girl and daughter of the most powerful wizard, lives outside Nagasaki, searching for her father and eliminating hostile wizards. Her blood contains time-controlling spells, allowing her to fast-forward her own life. If she dies violently, her blood can regenerate her at age 27, at the peak of her power, for one minute. She is guided by Kugi Kizutaka, a ten-year-old genius and sociopath who believes happiness can only be achieved under his rule. He sees everyone, including Risuka, as potential pawns or slaves.
