Spinner Bait

Mitsui is a high school student involved in a group called "Spinner Bait," which outwardly appears to be a regular fishing club but operates as a vigilante organization. Members earn points by engaging in anti-crime activities, and these points determine their rank within the group. Mitsui has not yet accumulated any points.
