A new investigator with the Greater Kanto Narcotics Control Division, Kai Eto appears well-mannered but has a violent side and a troubled history. Partnered with the reserved Hal Kurabayashi, Kai works to halt the spread of Dragon Speed, a harmful new drug. The syndicate responsible, Ryugen, proves difficult to penetrate.
