Higashi Asia Bunka Toshi 2019 Toshima

A joint initiative between Japan, China, and Korea's cultural ministries, the Higashi Asia Buka Toshi event selects a city or district from each country annually to promote cultural awareness. In 2019, Japan's Toshima ward in Tokyo was chosen. The ward invited local residents and businesses to contribute projects, logos, public relations efforts, and school initiatives to build a cultural portfolio and boost tourism. To celebrate Toshima's selection, a rotoscoped short film was produced, showcasing the area through the eyes of a young girl.
