Tokyo ESP

A girl named Rinka Urushiba discovers her unusual abilities after waking up to find herself falling through the floor. Another individual with psychic powers encourages her to use her newfound abilities for justice. As strange, glowing fish appear in the sky and randomly bestow powers on people in Tokyo, Rinka becomes involved in a conflict with others who have different intentions. While some with powers team up and others turn against one another, a mysterious flying penguin is also part of the unfolding events.
