April spots Amber and Maki, two operatives of the Evening Primrose, and ends up in a non-fatal explosion. Meanwhile, the city is spiraling out of control as a chain of terrorist attacks occur, the culprit being Maki, on several foreign embassies, which allows the Evening Primrose to steal the Meteor Fragment.
