In 1917, during Japanese rule, Taiwan faces severe drought and famine, with people in the Chianan Plain enduring harsh living conditions and the exhausting task of fetching water. Yoichi Hatta, a Japanese civil engineer, proposes a major overhaul of the region's irrigation system, but locals are skeptical and dismissive of his ideas. Xu Yingzhe, a son of a poor farmer, challenges the immediate rejection of Hatta's plan, seeking to understand its potential. Despite appearing unrealistic, Hatta's proposal might offer a solution to the difficult circumstances faced by the people of Taiwan.
