A significant portion of historical deaths in London are attributed to dragons, creatures invisible to most people. A hidden area known as Reverse London is home to those who can see these beings, with only a few trained as witches or wizards to interact with them. The story centers on two witches, Noel Niihashi and Ninny Spangcole, who work as protection agents for Wing Bind, an organization responsible for dragon conservation and management. Their role involves safeguarding and overseeing the dragons in London on behalf of the public.
