A Japanese-American officer joins a notoriously difficult police precinct in New York City. On his first day, he is paired with a cop known for using extreme and unorthodox methods to combat crime. This officer, nicknamed Sleepy by colleagues and Mad Bull by adversaries, employs violent tactics, including lethal force against minor offenders and property destruction during investigations. His actions frequently clash with departmental standards and his new partner’s expectations. Despite his controversial conduct, his actions often have redeeming outcomes, such as funding a clinic and shelter for victims of abuse. Later, a lieutenant joins the pair to assist with complex cases involving organized crime and narcotics. The series draws inspiration from the high-energy buddy cop films of the 1970s and 1980s.
