The Endeavor Agency struggles to capture Mr. Smiley, a graffiti artist whose Smile Quirk forces victims to laugh for two hours. After initial failures and a failed robot attempt by Mei Hatsume, Endeavor and Bakugo devise a plan to avoid eye contact. Midoriya discovers the villain’s background as a struggling art student, recognizing a shared dedication to his dreams. During a confrontation at a commercial building, Bakugo overpowers Mr. Smiley, but Midoriya intervenes to save the artwork. Midoriya’s empathy resonates with the villain just as bank robbers attack the site. Mr. Smiley uses his Quirk to incapacitate the criminals, enabling their arrest. He surrenders to atone for his actions, but a live news broadcast praising him triggers his Quirk nationwide, causing widespread hysterical laughter.
