Cobra competes in a car race against champion Pamela Lee, winning but crashing into a tunnel. He survives, changing into a tuxedo, and later meets Pamela at a bar. She reveals a power outage allowed a thief to steal $4 million, though Cobra insists it was only $3.5 million. Pamela asks him to stop the Black Bullet. After she screams and vanishes, Cobra is arrested for stopping a runaway police car controlled by the Black Bullet. A police officer explains the armored vehicle has destroyed over 100 cars and killed 200 people. The Black Bullet escapes police traps and ignores Cobra's Psychogun. Cobra learns the inventor created the vehicle for Pamela, who developed a hatred of vehicles after her sister died in a care accident. Cobra sets a trap that destroys both Pamela and the Black Bullet.
