Ep. 1: Jirou scouts witch girl Kikko during a sudden battle between superhumans in Tokyo

During the 40s of the Shinka Era, Japan faces threats from superhumans including giant aliens, super robots, and monsters. These entities occasionally cause mysterious incidents but also save people. Jirou Hitoyoshi works for the Superhuman Bureau, an organization dedicated to registering and protecting such individuals. He arrives to recruit Kikko Hoshino, a witch girl type superhuman currently employed as a server at a café. Before they can proceed with the scouting, a conflict erupts between Grosse Augen, a superhuman of justice, and an S Planetarian. This sudden battle forces both Jirou and Kikko to intervene and participate in the fight against the extraterrestrial threat.
