Storm Force, a global coalition combating the Black Orchid crime syndicate, upgrades its fighter jets. Engineer Nagisa Kisaragi joins pilots scrambling to defend a base attacked by Black Thunder, a stolen jet variant. During the engagement, Nagisa loses comrades to a formidable foe named Blood. Defying her commander’s abort order, she destroys the enemy aircraft. As punishment for insubordination, the commander reassigns her to join the elite unit Storm Force 9 as its newest member. This narrative establishes the formation of the specialized team following the intense aerial conflict and subsequent disciplinary action taken against Nagisa for her unauthorized actions during the battle.
