Tens of thousands of Crowds are converging on the city of Tachikawa, threatening the 180 thousand citizens residing there. To ensure public safety, the G-team collaborates with city hall, the police, the fire department, and the self-defense forces to coordinate large-scale evacuation efforts. However, the team faces a significant strategic disadvantage because GALAX is unavailable as a resource, having been taken over by Katze who now controls General X. As the G-team struggles to manage the endless wave of Crowds, they find themselves at a distinct disadvantage in their efforts to protect the population from the overwhelming threat.
