Mika Asagi seeks refuge in Billion while Grave faces a manhunt by Harry MacDowell

The city of Billion serves as the sole sanctuary for fugitive Mika Asagi under the protection of Beyond The Grave, an undead man who has returned from death with no memory of his past. After Grave defeats several top soldiers from the organization Millennion, which is controlled by the sinister Harry MacDowell, Harry’s executive branch launches a manhunt against him. This pursuit is driven by Harry’s deep and unspoken resentment toward Grave, who now wanders the city searching for answers about his own history while shielding Mika from the dangers of the regime.

Brandon Heat and Harry MacDowell were once members of a four-man street gang alongside Kenny, Jolice, and Nathan. The narrative covers their survival in a gang-controlled neighborhood, where Brandon develops feelings for Maria. Her uncle, Jester, harbors a dark past and opposes Brandon. After Brandon defeats a gang leader named Deed in a fight, they draw the attention of Deed’s older brother, a mafia enforcer known as "Mad Dog" Ladd. Ladd murders Jolice, forcing the remaining gang members to go into hiding. This account details the events that shaped their early lives before their paths diverged.

Brandon turns to Jester, who demands he leave town for Maria's sake. Jester saves Brandon from Deed's men but is killed by Ladd. Harry and his friends arrive to assist, yet all are slain except Brandon and Harry. Bear Walken from Millennion then arrives, rescuing the survivors and killing Ladd. Finally, Brandon and Harry exact revenge on Deed, with Harry using the pistol Bear left behind to kill him.
