Kenshiro reaches the tower summit to find Toki suffering from terminal radiation sickness incurred while saving Ken and Yuria during the nuclear war. As they depart, the structure begins to crumble under attack from Ken-Oh’s suicide squad. Raiga and Fuga confront Bulg, the squad leader, and die to ensure the group’s escape. Toki discloses that Ken-Oh is Raoh, the eldest Hokuto Brother. Although Bulg and his remaining forces block their path, they are easily defeated by Ken and the enraged prison inmates, allowing the survivors to flee the collapsing tower safely.
