Juza refuses to aid the Last General of the South Star. Kenshiro and friends arrive at a village ruled by Dolfi and his assassin Zenda, who suppress residents under a false democracy. Ken compels Zenda to vote for Dolfi's execution. Meanwhile, at Juza's castle, Rihaku's daughter Toh drugs Juza and transports him to the Last General's castle. Upon learning her identity, Juza pledges to fight for her.
