In autumn 1937, Lt. Colonel Yuuki creates the spy training unit D-Agency, ignoring Imperial Army resistance. Lieutenant Sakuma is assigned as the liaison and observes applicants passing the harsh selection with ease. Later, Colonel Mutou directs Sakuma to investigate John Gordon, a suspected American spy and Japanophile. Sakuma, disguised as military police, leads the D-Agency team on their inaugural mission to search Gordon's residence. This sequence marks the group's first operational deployment under the watchful eye of the military liaison, setting the stage for their clandestine activities during this turbulent period.
