Ryotsu Kankichi pedals frantically to reach his post as a police officer at the box near Kameari Park in Katsushikaku-ward, Tokyo. Although he enforces the law, he frequently devises shady schemes to earn cash. Consequently, he owes significant debts to local residents. After distributing his entire monthly salary to settle these obligations, he retains only 160 yen. With no funds remaining for groceries, he faces the immediate challenge of surviving the rest of the month on this meager amount while continuing his duties.
