Naikaku Kenryoku Hanzai Kyousei Torishimarikan Zaizen Joutarou

Following Japan's economic downturn, some politicians and businesspeople continue to exploit the system for personal gain. Keiichi Suzuki, leader of Oshika Construction, and Seijiro Matsuzaka, a member of parliament, engage in a scheme that allows the company to cut costs on construction materials while still securing approval for their projects. Jotaro Zaizen, a police officer presumed dead, leads the Government Crime Investigation Agency's investigation into their activities and recruits individuals with motives to oppose them. In response, Suzuki enlists the Haoukokuryu-kai, a yakuza organization, to counter the agency's efforts.
