Kumehachi recalls the genuine Tanbei as a leader who strictly adheres to the three articles of a true thief. Trusting this testimony, Heizou releases Kumehachi and instructs him to locate the actual Tanbei. This investigation aims to uncover the truth behind the crimes plaguing the city and identify the real mastermind responsible for the ongoing disturbances in the region.
