A scientist named Dr. Octo, who studies octopuses, believes these creatures would be better rulers than humans and attempts to conquer the world. He captures Sumire Hoshino, an idol singer also known as Perman #3. Mitsuo Suwa, who is Perman #1 and is fond of Sumire without knowing her secret identity, becomes enraged and transforms to save her. However, battling a giant octopus proves to be more difficult than expected. The film was shown at the same time as Doraemon Movie 25: Nobita no Wan Nyan Jikuudeni and Doraemon Anniversary 25.
