Team Rocket launches an assault on Len Town, a settlement defended by Psychic Pokémon. The villains deploy a specialized machine designed to be completely impervious to Psychic-type attacks, effectively neutralizing the town's primary defense mechanism. With the defenders incapacitated, the group proceeds to capture and steal all the Pokémon residing within the town. This coordinated effort allows them to bypass the natural protections provided by the local Psychic Pokémon, resulting in the mass abduction of the creatures that inhabit the area.
