Shindo and Ignatov investigate a drone crash involving immigrant passengers and a missing man named Rick Fellows.

A transport drone crashes into a harbor, detaining mostly immigrant passengers on the wharf. Public Safety Bureau agents Arata Shindo and Kei Mikhail Ignatov are assigned to investigate, joined by Enforcers Tenma Todoroki, Kazumichi Irie, Mao Kisaragi, and Sho Hinakawa. Shindo, Kisaragi, and Hinakawa examine the drone while the others assess the immigrants. Shindo uses Mental Trace to reconstruct the movements of missing passenger Rick Fellows, discovering he was sucked out when the cargo ramp opened. His body is found in the harbor. Shindo and Ignatov suspect foul play by Fellows' employer, Hyper Transport. Chief Shimotsuki approves an unofficial investigation under the guise of filing a safety report. After speaking with Fellows' wife, Adele, Shindo finds records implicating Hyper Transport executives Takumi Yonehara and Tetsuya Sasagawa. Bifrost, a secret criminal organization, decides to short sell Hyper Transport's stock to crash the company. Akane Tsunemori hopes Shindo and Ignatov will find the unseen enemy.

Kisaragi confesses manipulation, Bifrost structure revealed, and Kunizuka faces a crane accident.

Kisaragi admits to Ignatov that Azusawa manipulated her into causing a car crash involving Kira. Kunizuka returns to interview Unit One for a documentary. Public Safety meets Foreign Affairs, who explains Bifrost consists of Congressmen, Inspectors, and manipulated civilians. Kogami theorizes Bifrost fears Sibyl, driving their desire to kill Komiya. Foreign Affairs targets Peacebreakers while Shindo protects Komiya and Ignatov hunts Azusawa. Ignatov resents Shindo over Stronskaya’s delayed release. While trapping Azusawa, Ignatov meets Homura, who offers Stronskaya’s release for protection from Shirogane and Azusawa. Kogami witnesses this deal. Shindo arrests Chiyo Obata. Stronskaya is released and attempts to repair relations between Shindo and Ignatov. Meanwhile, Azusawa causes building materials to crush Kunizuka’s car, leaving her fate uncertain.
