In 2112, during the summer prior to Akane Tsunemori's assignment to Division One of the Public Safety Bureau's Criminal Investigation Department, Teppei Sugo, a skilled pilot with the Defense Force's 15th Joint Task Force, participates in a military operation in Okinawa. Three months later, an unmanned combat drone attacks the Ministry of Defense in Tokyo. Tomomi Masaoka, an Enforcer from CID Division One, is sent to Sugo's base to look into the incident.
