Shampoo’s sisters, Ling-Ling and Lung-Lung, visit to confront her regarding her failure to execute Ranma. They recall that Shampoo was defeated by Ranma in her female form, which legally obligated her to kill him. However, the sisters discover that Shampoo ignored this mandatory law. Consequently, they decide to take matters into their own hands and enforce the penalty themselves, believing it is their duty to ensure the rule is followed after Shampoo’s inaction.
