Lan travels to Heaven City within Netopia, but his PET is immediately stolen upon arrival. He pursues the thieves and subsequently meets Raoul, who is accompanied by the NetNavi ThunderMan. Concurrently, the mayor of Heaven City intends to demolish Raoul's residence located in the downtown area. Lan decides to assist Raoul in resisting this forced eviction.
