Episode 00 serves as a prologue to the main storyline. Members of Sakurai Kikan board a vessel traveling from the Port of Kobe to Shanghai to investigate mysterious disappearances of women who departed via Kobe and Nagasaki. All victims were scouted as new actresses by a film company whose president, Senzou Kakinuma, is suspected of having underground ties with the Green Gang. Kakinuma is accompanied by his Chinese assistant and mistress, Qinglin Cui, who together operate a human trafficking ring using the movie company as a front. Shin'ichirou Sakurai assigned each member to act independently without knowledge of the others' involvement, testing their ability to handle situations while other undercover agents are present. The mission concludes successfully with the apprehension of the culprits.
