With AMP headquarters increasingly controlled by the Lucifer Hawks, Kiddy and Lum Cheng confront Katsumi and determine that reasoning with her is futile. Consequently, Mana initiates the L-Mission self-destruct program, aiming to eliminate the Hawks in a massive explosion. Evacuation orders are issued for both the building and all of Tōkyō. However, the AMP members find themselves divided between their duty to follow evacuation commands and their desire to save their fellow agents. This internal conflict complicates the response to the escalating crisis and the impending destruction of the facility.
