August 10, 2002, sees Mount Fuji erupt, followed by major earthquakes and tsunamis that devastate Japan, prompting a national emergency. A second major quake on August 15 splits the country in two. As Japan accepts international aid, China and the U.S. take control of the North and South, respectively. Fifteen years later, tensions rise between Japanese refugees in Taiwan and Taiwanese citizens over job competition and worsening refugee conditions. Genichiro Ryu, a Japanese survivor raised in Taiwan by an adoptive couple, becomes involved in the conflict, seeking peaceful coexistence between the two groups.
