2002年8月10日，富士山爆發，隨後發生大地震與海嘯，嚴重摧殘日本，導致全國進入緊急狀態。8月15日再次發生大地震，將日本一分為二。日本在接納國際援助的同時，中國與美國分別接管了北半部與南半部。十五年後，台灣境內的日本難民與台灣居民之間因就業競爭與難民處境日益惡化而產生緊張關係。由台灣一對夫婦收養長大的日本倖存者Genichiro Ryu捲入這場衝突，致力於促進雙方和平共存。
