The nation of Back abruptly secedes from the World Peace Union and imposes a strict prohibition on both invention and laughter upon its citizens. In response to this sudden isolation and the new restrictive policies, Atom and Dr. Ochanomizu travel to the country. Their mission is to uncover the reasons behind this closed-door dictatorial approach and understand the circumstances that led to the ban on joy and innovation within the region.
