Zazie transports Meryl and Roberto to JuLai, the Third City, where they discover the reasons behind the human race's arrival on No Man's Land. They also encounter Conrad, the former leader of the Sinners research group, who details his objectives. Simultaneously, Vash and Wolfwood ascend to the top floor of the JuLai Tower to confront Knives, who is waiting for them there.
