In a nation structured like a tower, rabbits reside in towns from floors 1 to 13, while wolves occupy the lower levels in a state of subjugation. Conditions worsen as one descends in floor level, with less safety and quality of life. Ascending requires a key as evidence of passage, but descending has no restrictions. A rabbit named Bell works daily to capture wolves, killing those identified as intruders. A wolf unexpectedly appears near her.
