Issei seeks the Ultimate License, a credential rumored to grant the ability to operate any vehicle. To achieve this, he joins Makibishi Driving School, where he hopes to acquire the fabled car known as Counter-kun. However, he soon discovers that the school is far more challenging and intense than he anticipated.
