Majo ni Kubiwa wa Tsukerarenai

A surge in crime follows the nobility's attempt to control magic, prompting the Empire to form a bureau for magical crime investigations. Rogue, a detective, is transferred to the sixth branch at the behest of his superior, Velladonna. There, he partners with a witch who nearly caused the Empire's downfall. Witches deemed dangerous are fitted with collars to limit their abilities, but Rogue's new partner, known as "the Puppeteer," shows no hesitation in manipulating him.
