A surge in crime follows the nobility's attempt to control magic, prompting the Empire to form a bureau for magical crime investigations. Rogue, a detective, is transferred to the sixth branch at the behest of his superior, Velladonna. There, he partners with a witch who nearly caused the Empire's downfall.
