A future Earth is controlled by the Ocean Empire, with humanity's last hope resting in the SS-99, a submarine developed by Dr. Juzou Oki. Susumu Oki, the lead mechanic of the vessel, joins its crew in undertaking missions aboard the SS-99 to rescue the planet.
