In 2027, one year after the fourth non-nuclear war, New Port City deals with the aftermath of a bombing caused by a self-propelled mine. A military official involved in arms-dealing bribes is later killed. Daisuke Aramaki of the Public Security Section meets Motoko Kusanagi, a cyborg hacker working for the 501st Secret Unit. Batou, known for his unblinking eye, suspects Kusanagi of involvement in the bombing. Meanwhile, Togusa of the Niihama Prefectural Police investigates both the shooting and a separate murder.
