In a futuristic Japan following a devastating global conflict, technological progress has enabled extensive use of cybernetics, allowing people to extend life and alleviate pain. All individuals are connected through a network of consciousness and identity referred to as ghosts. The primary danger to society comes from cyber terrorists who can take control of bodies and memories. A virus called Fire-Starter spreads through the system, leading to the assassination of the Japanese Prime Minister. Major Motoko Kusanagi and her specialized team are tasked with identifying the virus's origin. As their investigation progresses, they discover signs of governmental misconduct and encounter a mysterious broker with a familiar appearance.
