A global information network has reached its peak, creating two distinct worlds: the real world and the virtual network known as "wired." Soma Toru is part of a hacking group called Steppen Wolf, which operates freely in the network. After a final mission targeting the UN's database, Toru loses his friend and leader, Nonomura Yuya. He is captured by the military and offered release in exchange for working with the first squad of the UN Security Force Information Administration Bureau, an anti-hacker organization. While working there, he seeks the person responsible for Yuya's death, alongside teammates who each have their own motivations. Conflicts persist between the terrorist group, the security force, and the military. Events that initially appear unrelated gradually seem to align toward a single, unifying occurrence.
