Kai Kudou is a member of Ashurum, a group of psychics tasked with capturing unregistered psychics in the city of Gald. During a mission, he separates from his team and is discovered by Yuuki Tokugawa, a man employed by guerillas opposing Ashurum. Yuuki takes Kai in, and he begins to live with Yuuki and his sister Asuka. As he spends time with them, Kai becomes uncertain about Ashurum's true intentions, questioning whether the organization seeks to protect or dominate psychics.
